THE NGA LICENCE
An NGA Licence places enforceable financial, technical and player-protection obligations on the approved operator and every authorised domain listed in the public register.
LICENSING FRAMEWORK
NGA approval is evidence-led. Applicants are assessed against published entry, compliance, technical and continuing-supervision requirements.
STRICT LICENCE CONDITION
An NGA-licensed operator is prohibited from offering counterfeit, cloned, unauthorised or falsely attributed games. It must not alter game outcomes, wallet instructions, transaction records, round history, refunds, rollbacks or settlement messages.

Confirmed material non-compliance can invalidate the integrity mark and lead to conditions, suspension, revocation or refusal of renewal.
After technical verification and a fair response process, NGA may publish the domain, finding, evidence basis and operator response in the public integrity record.
WHAT NGA DOES
NGA does not treat approval as a one-time document check. Applicants must pass evidence-led assessment before licensing, and licensed operators remain subject to scheduled reviews, independent technical testing and unannounced production checks.
Licensed operators must accept deposits securely, maintain accurate wallet and transaction records, and honour valid withdrawal requests in accordance with their published terms and timeframes.
NGA independently checks that games are delivered through declared, authorised provider channels and that the operator cannot alter game outcomes, balances or settlement messages.
Certification continues after approval. NGA may conduct periodic assessments and unannounced tests using controlled player journeys, technical evidence and production observations.
WHY NGA MATTERS
An active NGA Licence means the named operator and displayed domain have passed the applicable assessment and remain within NGA's monitoring and enforcement framework.
The live NGA mark is domain-bound. A green check confirms an active, current licence for that website. A red cross means the licence or domain cannot be verified and must not be relied upon.
PLAYER RECOURSE
Contact the operator first and retain its response. If the issue is not resolved, submit the evidence to NGA through the protected complaint channel.
Provide the operator domain, account reference, amount, currency, transaction date, withdrawal status and correspondence. NGA can examine the transaction trail and require an accountable response from the licensed operator.
Submit a payment complaintProvide the game and provider name, page address, date and time, round or transaction identifier, screenshots and a description of the behaviour. NGA can preserve the report and initiate technical review.
Report a game concernNGA protection applies to the legal entity, services and domains shown on the live licence record. It operates in addition to, and does not limit, a player's statutory rights or access to public authorities.
NGA PUBLISHED FEE SCHEDULE
These are Novaris Gaming Authority private assessment and certification fees. They are not government charges, taxes or statutory licence fees, and do not replace fees due to any public authority.

RESTRICTED TERRITORIES
The following territories are prohibited within an NGA-certified operating scope: Australia, Austria, St. Kitts & Nevis, France, Germany, the Netherlands, Spain, the United Kingdom and the United States.
The restriction also covers jurisdictions subject to FATF calls for action, applicable sanctions, and any additional territory prohibited by law, contract or a published NGA condition.
Operators must combine IP geolocation with KYC and verified residency controls, and enforce the restriction at registration, login, deposit, game launch and withdrawal-risk review. Circumvention attempts must be logged and investigated.
INTERNATIONAL REVIEW
NGA may assess structures operating from Malta, Costa Rica, Comoros or elsewhere, subject to applicable law and the NGA restricted-territory schedule. NGA does not inherit the powers of another public authority and does not replace local legal authorisation.
Reports about licensed or unlicensed domains may trigger independent technical review. A public integrity notice is issued only after evidence preservation, verification, materiality assessment and a fair opportunity for the operator to respond.
